Jacobs creek park maintenance question

I used Jacobs creek Park yesterday, They did good job of cleaning up the park, With the exception of the lower ramp. It is coated with algea. We as well as every other boater out there with out 4X4 and some with had allot of difficulty getting out boats in and out due to this problem. Usually this is a very clean park which is why I pay to get in here.

Anyone have an idea of who to contact to report this? I know this is a military park and I didn't find any contact info on the web.
