Homemade Boats

I just found this on the Texas Parks and Wildlife site:

Homemade Boats
Requires affidavit of the person as to the origin of the boat, proof of the materials used in the construction of the boat (i.e., bills from marine and hardware dealers for parts, etc.), and requires each homemade boat to be inspected and certified by a Texas Parks and Wildlife Department (TPWD) game warden. Inspection fee - $25.00.

So the way I read this, even though you don't have to register a canoe, kayak, rowboat, etc - you will have to have it inspected if you make it yourself.

Does anyone have any more information on this?
