Dog pile park

I visited the park and I must say that it has a beautiful area for walking. However there were numerous people with dogs and most were running freely, defecating and urinating as they go.

There was a lingering overbearing odor of feces and urine with deposits on the side of and occasionally on the trail itself. After coming upon a fight between a leashed dog and a freely running Husky, whose owner was following while on roller-blades, I decided to leave the park and not return. This appears to be more of a dog run instead of a walking park which permits leashed animals.

This park has really gone to the dogs.

Where is the park -- which city? Are dogs permitted if leashed or are dogs not permitted at all? You should complain to the park management association, be it the city or county.
