Red Bull Flugtag Challenge

I'm thinking about submitting a design idea for the Red Bull Flugtag challenge coming up in April. The event showcases "flying machines," which should really be called "falling machines," that you launch off a platform into a body of water... hence my recommendation request for design help in designing something that will both fly and float. Help! What do you recommend?

Here's the criteria for building a "flying machine" for the flugtag event:
1) Human-powered
2) 30' wide or less
3) 450 lbs or less (including pilot)
