Yes, there is no license required for anyone fishing inside of a Texas State Park. This started in '03 or '04 and has been continued on a year to year basis. Latest that I've heard is that it is planned to become a permanent law but has not as yet. It is in effect now and I would expect it to continue.
Probably your best fising would be at Blanco State Park. A bit of a drive but it's a nice place. Have camped there a number of times, last fall being the lastest.
