Supply and demand. When the prices spiked so badly it actually changed some people's activities and at least a percentage of those folks have internalized those changes and are keeping them up. For example, Justin has put over 1,100 miles on his road bike since June bicycle commuting to and from work two or three times a week. We already own a hybrid vehicle (2006 Ford Escape Hybrid) and that gets used as always, with the gas guzzling F-150 in the garage except for when we need its cargo capacity.
Prices are also lower because the global oil producers saw a huge scaling back in purchases due to the high prices so they lowered their production as a response (it costs money to store excess production.)
It should be noted that diesel prices have remained pretty darn high, which means it is still costing trucking companies and such more money per mile to do their work and that gets passed to our economy in the form of higher grocery prices, etc.
There are other issues at play here, but here's just a few basic ones.
