I feel your frustration for not being able to hike in Sam Houston National Forest during hunting season. It's not fair but the hunters will claim that they pay all the fees so they're entitled.
If hiking is an important part of your camping trip, I'd suggest Lake Houston State Park outside of New Caney. They have a very nice trail system with some primitive campsites for backpackers.
