As a matter of fact, I believe I have just what your looking for. McCown Valley Park (COE) on Whitney Lake has sites like you describe. Sites 48 through 60 are "Water Only" sites and you can drive right up to them. Very nice park as well. I am putting a review together on this park and should have it up in a day or two.
