I'm really sick of it, too, and I keep adding extra measures but most of the effective measures are reactive, not proactive. The more proactive a website owner gets, the more apt they are to make life difficult for the 99.8% of good-natured souls out there when all they want to punish and prevent access to are the bottom .2% of the food chain, the spammers.
Spammers are too cheap and too lazy to pay for advertising and a proper business plan, so they feed off other people's work and financial resources by hijacking websites, discussion forums, personal blogs and anything else they can aim their virtual spraycans at.
