I have been in similiar situations with powers that do not have to answer to anyone meaningful. I assume you have written to everyone you can? I know I write to my political "leaders" and get a real nice meaningless letter with a real looking signature in return!
Regarding the Ranger.....perhaps an old saying may fit? "In the kingdom of the blind, he with one eye shall be king."
