Abso-tively, it does! We've taken our Toyota Corolla there on several occasions and driven all the way down to the start of the 4x4 only beach area. It helps to have good sand conditions -- not to wet, not too dry and windblown.
If you have a really low slung vehicle, like a Miata or Corvette, though, you might want to carpool with someone who has slightly more ground clearance... you don't need much, but I've seen some dicey drivers out there, including one Miata that needed a tow out (thankfully, another beach camper helped 'em out, as a tow truck service charges an arm and a leg, usually, to rescue folks out there.)
That said...if a fully loaded RV can make it, anyone can, as long as you follow the tracks and keep an eye out for areas and debris that will challenge your ground clearance and/or traction...
