It's pretty simple.
Parks must become a protected class, one that folks are willing to holler about and get excited.
TPWD (or an advocate PAC) should run a series of advertisements with closed parks, no parks, parks without facilities to get folks eyes open.
As I understand it, even if we buy the passes and the plates and such, the Leg has capped what
TPWD will get in terms of funding, and are sucking the surplus into the vacuum of the general fund. It is a major case of bullspit, but it is what it going on..
