The licenses are assigned to individual persons, irrespective of vehicle. So, yes, they can be transferred from vehicle to vehicle, provided the person presenting the pass is the one named (and this only really comes up when checking in for overnight accommodations such as campsites; otherwise, most parks just want to see a pass and don't ask your name to match it to the pass.)
At time of purchase you get a temporary (paper) pass and a plastic hang-tag carrier to hold the pass on your rearview mirror (not sure about motorcycles). In 2-3 weeks after purchase, you receive your official plastic pass with your name on it, which can be put in the plastic hang-tag carrier.
Passes are still good for a period of 12 months from time of purchase, and a second pass can be purchased at a reduced price -- otherwise, you will likely have to pay full price (this includes if a pass is lost or stolen.)
