Yes for reservations for Garner. As for Davis, I'm not sure how busy they usually are. When we were there, the upper camping loop, the parking lot style area was pretty full, but the area we were in was vacant the entire trip. If it was booked, you could go over to Balmorhea if you had to.
Go ahead and get the electric for the fan. Even if the weather is nice, it helps block out those nighttime noises that can keep the kiddos up all night.
There are only a few motels in White's City/Carlsbad. Cave tours don't require reservations. We just did the self guided tour with the hand held radio things that you listen to the virtual ranger tell you about the formations. Get the kid version for the children so they will enjoy it more.
